Mr. Jibao M. Flee is the Finance and Administration Director of Harmony Travel and Tourism Investment Services-Sierra Leone (HATTIS-SL).
Mr. Flee is a seasoned central banker. He joined the Central Bank in 1999 and served till 2018. He acquired expertise in areas ranging from central bank administration, supervision, regulation, and policy. Across his career at the Bank and as a member of the Senior Management team, Mr. Flee filled several key positions including that of Manager, Senior Manager, Deputy Director, Financial Markets Department, and Director of Banking.
Before joining the Central Bank in 1999, Mr. Flee worked for Barclays Bank Sierra Leone (Current Rokel Commercial Bank) from 1994 to 1999.
Whilst at the Central Bank he served extensively on several policy committees, namely; Foreign Assets Committee (FAC), Monetary Policy Committee (MPC), Banking Supervision Technical Committee (BSTC), and Financial Stability and Payment Systems Committee.
From 2009 – 2011, Mr. Flee played a pivotal role in the implementation of the West African Monetary Zone (WAMZ) Payments Systems Project – Modernization of the Payments Systems Infrastructure.
Mr. Flee has participated in several discussions in high-level fora including that with the International Monetary Fund, the World Bank, the European Monetary Union and other external partners on economic development issues during country surveillance missions.
Mr. Flee, whilst with the Bank provided technical support for the formulation of strategic policies in the following areas; Foreign Exchange Bill; Interbank Foreign Exchange Dealings, Guidelines on Commercial Bank Lending in Foreign Currency, and Primary dealership in government securities.
He was equally Co-Chairperson of the Committee set up by the Bank which saw the Restructuring of the Bank of Sierra Leone’s Operational Monetary Policy Framework.
Mr. Flee holds a Bachelor of Science degree in Economic & Social Studies, from Fourah Bay College, University of Sierra Leone, and a Master of Arts degree in Economic Policy Management (EPM), from Makerere University, Kampala, Uganda.
